Does a reverse split “counter” shorts or “entice” shorts….?

Which is it?

“A reverse/split may reduce the margin requirement, but it also entices shorts to increase risk by adding to their short position”

“Sure, a 1:10 or higher ratio would've provided more of a buffer, but then no more reverse/splits could be utilized to counter the crooks that illegally short-and-distort this stock.“
