It is the OTC.

Buy in the low trips ( .0001 - .0003) get out on high BUYING volume.

99.99% of all tickers are NOT real companies, and never will be.

The volume chart for CBDL for the 3 last 3 months have better blue bars then most of my other 20 tickers. Hopefully, this will lead to something. Although it is the OTC, I won't hold my breath, I will just wait and see.
