Even if I hit the Mega for $1.25 billion which is roughly $625 million I would not be throwing my 13K at a sub penny OTC in hopes of a hit. I'd have to have some sort of confirmation my money was going to pan out. $13K is still a lot of money no matter who you are.

$13K can go into better investments like NetList. For someone to throw money like that into this~? I would think they have to know something.
