In my opinion it just means the OTC wants ICOA to claim only tangible assets before taking off the CE.

But there is nothing scammy about goodwill in and of itself. Check Proctor & Gamble for example. If I am not mistaken they claim somewhere in the neighborhood of $64 billion of goodwill. Company sizes are vastly different but the principle is the same.

ICOA bought two companies and claimed some goodwill based on those purchases. Personally I don't see much problem with that.

As for certain comments about the CE never coming off. Those are all correct until the day it does come off.
