I think what hurts the most - is ACCOUNTING losses -- suggesting NEED for GOV actions

Showing how healthy F and F were - in the beginning or at the point of the NWS - then is key

Or - maybe = AND

How healthy they are now and for 10+ years of continued conservatorship (i.e. even if F and F had some rough early years - on paper - that was over a decade ago)
