If you had a product that had sold out within days on its first two shipments, before your sales office is even operational, you'd want to ramp up shipments - if you could.

To me it suggests that they had a supply constraint - protecting the local cutters (who cost 4x. the Indians I think I read somewhere). This could be why shipments are taking a while to put together, the quota scrapping decree will hopefully reduce this constraint.

To me this is suggesting that they can reduce their supply constraints and increase sales based on what they have written. They have PR'ed each shipment selling out very quickly so the demand is there.
