As long as the CE remains, it is dead.

If by chance the CE does come off then there is the problem of needing new money to come in to raise the price.

Unfortunately the Goodwill that was removed just severely reduced the "value" of the company.

In addition, the knowledge that the Goodwill was just a scam all along is probably quite a turn-off to a potential investor. Why would they invest in something that they know has been pulling funny business like that?
