The dilution ratio typically falls within the range of 4.99% or 9.99% of the outstanding shares. The issuance of exactly 25 million shares each time is indeed very unusual and mysterious. It seems that these tranches are being absorbed quickly, which adds to the uniqueness of the situation. As an experienced investor and an active trader for years, I never seen a case like this before.
