Well, may people feel that Woody was the ringleader. That FF and RP were brainless little puppets that he jerked around on strings whenever he wanted them to move. I think if you watched closely, Woody's lips moved whenever FF and RP talked. Woody was not a good enough ventriloquist to have them "speak" without his lips moving at the same time.
