No it means that the SEC won't comment on an investigation until it is publicly announced.... reading comprehension must not have been your strong point. The other comment was a separate paragraph... indicating a new thought

"As a result, the SEC will not typically confirm or deny the existence of an investigation unless, and until, it becomes a matter of public record."
