That was happening to me on my Android tablet and I didn't change it to do that. I use the Chrome browser. After several months and mentioning it here to no avail, I noticed a "Desktop Site" checkbox in the Chrome options menu (for me the 3 vertical dots at the top right of the browser.) I had to scroll down to notice it. After checking that I get the desktop site, but once recently it automatically reset to the mobile view again. My guess is that a cookie expired and I needed to re-select my preference. Still, sometimes when I open the browser, the page that I was on will have large text like the mobile site, but clicking any link refreshes in Normal text for the desktop view.

I'm android, you're iPad, so I'm not sure if that helps.
