You used the word prototype, actually the word used are production and samples. They are testing production runs.

Prototypes are typically built in units of two, for testing and working out the kings, The production units will be tested in the plant and may end up in trucks for real world tests. Testing these samples are to validate the processes for the build for full blown production.
