before we jump the band wagon, first we must assume that this was not a typo or the former PR was not a typo, whether or not significance is brought to the word formal and informal (or whether or not someone put those words in as an afterthought), and also whether or not this is standard procedure, and what the legal difference is between informal and formal (and I don't mean guessing by the word, someone actually needs to look this up somewhere).
