All stocks are shortable. You may not be able to do it from your everyday account like etrade and others but there are ways to do it through other brokerage houses from places you may have never heard of.
Also market makers may also short stock to balance there books and or to try to drum up shares for certain order requests.
A simple market order on a low volume day when nobody is looking could tank any of these otc stocks pps 25-75% at any given moment.
Also looks like someone could be just flipping shares in the 6-8 range and trying to pick off 25% profits on each move.
Works both way though. Anyone who wants to move the pps 100-200-300% can also easily do that as well.

Everyday sounds the same here, with nothing but complaining yet people stick around so you can bet one of the above is happening or a combination of.
To say it can't be done is false information.
