I think that the last bullet under "spam" could use further clarification. A post directing someone to another site for further clarification of a discussion point relevant to the issue being discussed should be allowed. "Relevance to the discussion" as well as how often a referral is repeated should be the determining factors of whether a referral is allowed.

Otherwise, I think the new rules are a good improvement.
