Notice that there's also a line under the icons that says when his/her suspension is up?

It's a self expiring suspension (SI style). When the time is up, the icon will go away and that user can post again. Until that time, they're restricted to posting in the Jail and with the double icon, Paulie knows just how far to go with them ;)
