You can do some nifty pilot studies with $4 million. And the necessary pre-clinical stuff too.

But Leo chose not to invest any of that cash in any of their "portfolio" of drug candidates.

Instead they gave it to Leo's Israeli buddies.

Why, and what did Leo (really*) get in exchange?

*No one believes he suddenly decided to "invest" his shareholders' money in a speculative MedTech company working in an entirely related field in a country that conveniently is beyond the reach of the SEC and the DoJ.

So what's the quid for his quo? My guess is it's hard cash in some off-shore bank account.
