There are no retail shorts in CAVR. You can look that up on the OTC market page. At Etrade you need to put up $10 cash or securities for every share of a penny you want to short. I don't think anyone in their right mind is doing that. The broker shortage interest is created when brokers need to short to keep an orderly market. At a few million shares a day there is no need for Broker shorting.
