CORRECT! Only registered companies file, as filing is term of art that specifically refers to a legal obligation to file with the SEC.

Junk that gets posted on OTCMarkets.com, a paid advertising website, are unreviewed paid financial advertisements, nott filings.

OTCM is a paid advertising website for non-reporting, non-filers like SIRC on which they cam post its paid advertisements, including what they allege to be financials.
