They don’t. It’s not the preview of the SEC anyways. This is up to Nasdaq and while they have no hard limit they do frown upon too many. Excess reverse splits (in number or cumulative amount) can make a company ineligible for the grace periods.

I think that 1-2 reverse splits at a cumulative of 1 for 250 or more will make a company ineligible for any of the 180 day grace periods for 2 years from the time of the most recent reverse split.
