Announces is the current action, and you are correct; "has submitted" could refer to any time in the past before June 6 and after March 6.

"Letter of Interest from EXIM in February 2023, as announced on March 6, 2023, with regard to EXIM’s potential interest in helping to finance the construction and development of the Elk Creek Project."

In spite of that ambiguity I think that the application was sent in the last couple of days or today so we are looking at December to next March for their determination.
