I would have thought your best bet, would be to find an abandoned ticker that also filed a timely Form 15, then you would just need to file a 10-12G and you should be good to go, as FINRA is still approving name changes in this scenario.

As far as those companies that want to use ARS and file OTCM disclosure, they are screwed I think, I have not seen one of those custodianship RMs get a name change approved since the rule change.
