There's a thing known as the dark pool which are shares held in the MMs inventory which are not shown on the L2. So yes, you can put in a buy order with a limit price at Ask and get a lower price than what's shown at market. Hidden shares are just part of the slime that is the OTC, especially with a stock with poor liquidity like IBGR.

And I would have loved to have sold out some time ago. But I have too many shares to unload and there's not enough volume to support a large sale without cratering the price. Fortunately, I got it early so I'm only a little under water. At some point I figure that they'll post some news that will spike the price and generate enough volume to bail out.
