Hillsborough County has put together a good package for drug giant Merck - one that could revolutionize cancer treatment, jump-start the county's job creation efforts and repair its relationship with Tampa. Under the deal, which goes to county commissioners Wednesday, the county would provide $28-million in grants and land to enable Merck and Tampa's H. Lee Moffitt Cancer Center & Research Institute to open a drugmaking venture. Commissioners should approve the deal and then build on its potential for the economy and public health.

Moffitt and Merck would form M2Gen, a for-profit spinoff that would tailor treatments to individual patients. Researchers would use a databank of tissue and patient histories to map who would likely respond to specific drugs. Mapping the human chemical makeup is among the most promising fields in modern medicine. The deal would bring together two giants in the field and create a hub in Tampa Bay for the emerging bioscience industry.

The offer calls for Hillsborough to commit $20-million in grants and $8-million in land. The state would provide $15-million and the city of Tampa at least $800,000 plus another $1.2-million in land. While the county would put up the most, it is typical for counties to take the lead in local economic development efforts. The 100 or more high-paying jobs the deal would create immediately could increase ten-fold in just four years and have an overall economic impact of nearly $1-billion. The deal includes guarantees the jobs will exist for at least 10 years and that the property returns to the county if Moffitt abandons the project.
