It's harder for them to kill off the Penny Stock market if people are making money, that's why anything that gets mysterious volume or is going up big, will often get suspended or a CE, with little to no transparency or explanation.

It hurts OTC Markets as well as traders but of course OTC Markets is nothing but the regulators biatch.
