The metals are completely controlled. They are managed at levels that will allow the banks to profit around deliveries.

As far as the recession. The economy is controlled by the flow of currency into the economy. This flow is controlled by interest rates. High interest rates and the quantity of currency flowing in the economy DECREASES and that causes a recession. When they cut interest rates the flow of money in the economy INCREASES and that causes the economy to boom.
