Looks to me like notification of a matter that has already been resolved via paying the fine. The cease and desist basically says no more shenanigans going forward.

Ladin sure did leave a mess, but my educated guess is that MacKay was well aware of the situation before signing the deal in November. He could have easily bought himself a different ticker if there were any concerns about cleaning up the mess and moving on. No wonder it's taking so long though. Damn Joey lol
