Highly unlikely Amazon is a license agreement,
I have no idea why you would think that, but I think everyone would benefit from looking at the actual court documents for this case that is now being settled. In their lawsuit VoIP asked the court to either:
a. Prevent Amazon from using their technology in the future.
b. Pay a ongoing licensing fee for all future use.
In either case Amazon would also have to pay for past infringements. Since Amazon is unlikely to stop using VoIP technology they quite likely to pay a licensing fee. Below I've attached images from a court document that says the same thing I just said, as well as a link to the original document.
