Kurt, I would first focus on negotiating the opening of closed markets first with Tariffs or trade sanctions (restricting the quantities of products imported) from nations like China that resist opening up their markets to American products and services.

Free Trade is always a better alternative to Tariffs but we cannot allow these trade imbalances to continue.

I think a Patriots Trade Act giving American Businesses incentives to produce goods in the US with 100 % American labor would be a good thing.
