Shorts do nott need (and can't ) cover because the accounts that their stock was borrowed from can no longer sell, and thus call the borrowed shares in. Trading is no longer even legal on a private party-basis.

Shorts keep their profits and never cover. The corporation will be dissolved in liquidation and no longer exist. Prior to that dissolution, no trading or cert issuance is possible or legal. Nott even on a private party basis. The TA will nott effect any transactions in this issue.
