What are the terms of any of these "partnerships/agreements????" Do you know, because I don't see anything.

Hey look there's some markers on the ground and a couple holes dug, look at us - since 2018 this smart pole was to be installed, only 5 years later and over a decade behind the competition! And yet still no installation or terms of what happens with any monies received.
