We have a new CEO don't we? We could see things go very differently including with no diluting. In my 13yrs of trading penny stocks I notice that Often when this kind of volume happens on a OTC low trips multiple days and has buying power it'll go up a few ticks like to .0004-.0006 from .0001 if not higher.
From what I have read about current management they have experience and knows what works and doesn't. They don't appear to have any diluting motive if anything they say the opposite. I don't think the CEO will do any diluting of shares because wants to do the best positive route for the company moving forward in the best interest of it's shareholders. Wants to protect share price and avoid raising any capital that negatively effects share price. Read recent filings and press releases to Investors on their website. Reach out directly.
