He is not even obligated to do such a video, neither is he obligated to issue an 8-K - I am sure he would check with the lawyers if he needed to do so based on the amount of money spent on the initiative. He has no problem telling the SEC and you'll surely find it in the next 10-Q, maybe even as a subsequent event in the 10-K.
