They don't have enough authorized shares left for delfin to have more than 74% ownership. Assuming that they hold 71% today. In 2006 Archipelago a tiny public company completed a reverse merger with the NYSE. NYSE holders got 70% of the combined entity. Archipelago had the technology and market share to warrant a 30% stake. We have a clean aged shell that I would guess warrants no more than a single digit equity stake post merger.

So I took outstanding shares @ 1/20 RS, with delfin having 71% and then awarded all of the current available shares to delfin ( no split). Again based on YTD vwap of every trade YTD came to $0.24 and a 1/20 at $0.25 got us to $5 which is a floor to attract most institutions.
