To be honest, the OTC tickers don't function like big board oil and gas companies. To answer your question, shorts will have to cover when the new cusip is granted, not until then. Companies file plans all the time, but shorts will wait until it's official and they have to. From their plans, it seems they want to do this within the next two months, depending on approvals. There's no telling in the OTC if this will be good after the SS fix. It usually depends on the CEO reputation and company strength. We'll see what happens here soon enough.
