A few months ago Ross confirmed his desire to close the deal. That may have even changed by now.

I have my doubts about Tony’s desire to close the deal. He’s had ample time to resolve Apple Rush’s REVOKED status in Illinois, which is needed to transact business and obtain an alcohol license. For some reason he’s not taken care of that.
