Ken, I agree that they could spend a bit on improving the PR's and having a firm work with them on How/When to release info to get the bigger bang for the $$. They currently pay between $500 - $2500 for a PR, but the problem is not totally the PR's as much as it is the market. Sure they could dump money into a firm to advise and release for them, but the fact is that no matter what they do in this economy, it will likely fall on deaf ears. Yes the 10-K will be used as a potential catapult, but they need to ensure it is great - no typos, no grammatical errors, and lots of information relating to Smart Tank and EV sectors.

It does take time to develop and produce quality. In a prior posting, I mentioned it can take ~18 months, but depending on the actual product, it could be longer. Take medicine as an example: it can take 10+years to develop and gain approval. When you are talking about (Smart Tank) technology that can be used around the world, it needs to have adaptability, environmental longevity (elements such as wind/rain/snow/ice/UV/Ozone/Chemical resistance/etc.) and that alone takes time.
Thinking in terms of ozone/UV only, the only way to determine if the housing/components will withstand these elements is through time. If they warranty the device(s) for 5 years, they need to be sure they will survive for that long. Circuits can corrode/erode from environmental exposure.
Basically summed up: It takes time.
