The sellers blocks are hidden.
If you or I enter the lowest ask it will show on L2.
The selling going on now is selling into the bids without being shown on L2. Then right after the sells a small share buy into the ask brings the PPS back up.
A retail ask just came up for 1.7 million at .0078.
Selling and propping up the price is going on.

When it comes to the OTC and money, a tick can swallow a cow.
