There was no lie - he said final share issuances were made. That is clearly saying he issued more shares (increased the O/S). He said no more share issuances in the future! That means there will be no more A/S or O/S increase or reverse split. In fact a recent PR says part of their plan soon includes share buybacks. So sure the O/S is up 20% in 2 months, but also the price is down 28% in 2 months.

There has been no lie, everything they said so far has been true. If the O/S goes up one more time then they will have lied.
