It is still a penny stock. The worst advice anybody can give is to hold a penny stock. Penny stocks are only meant to play the swings. Now I agree the company has potential the problem is they do not know how to take advantage of it. Now if they ever get to the point of Nasdaq or NYSE then by all means hold.
