FINRA cant tell any company how to distribute its stock dividends that's not their function they are the OTC processor for corporate actions..CLNV just did the same type dividend and the point of it is a share count...nobody needs to know that date until the company decides the date..thats for a tactical reason. CLNV found an immediate 40 Million share discrepancy(counterfeit shares) when they did theirs and still counting with Shareintel(GTII will do same)
