The one thing the article misses is that the OTC is heavily manipulated and shorted. Sure, maybe a gap doesn't have to be filled, but hedge fund manipulators will always make sure that they do. So in my experience even though a gap doesn't have to be filled, in my OTC experience, it almost always does.
