FWIW, I actually don’t think UNESCO is the nail in the coffin for salvaging Spanish vessels. The Bahamas is an example. They considered what Allen X is/was salvaging to be their property, not Spain’s.

Of course SFRX; cannot ID the wreck. As you and I know they have never found it. No wreck just flotsam.

With regard to the Bahamas and Allen, the difference is that the Bahamas have not ratified the UNESCO treaty. Even so, all that Allen has recovered from the Maravillas he has donated to the government - no division. The same applies to Colombia. Even though they too have not ratified the UNESCO treaty they are not allowing division on the intended salvage of the deep water San Jose galleon.

For a companies such as SFRX its a no go issue. Particularly SFRX as they don't qualify in the requirements of any host country who don't accept inexperienced amateurs.
