No, they will not be taking out any loans. They will hedge with shares promised or sold. No more toxic debt and IMO none will be needed.
5 million yearly number is safety valve number only and could have been used if need, like if they received approval early, then would include the costs for the testing.
They are in good financial condition with a very respectable leader at the helm who appears to want to do the right thing for the company and people/animals with tumors.

I believe in Dr. Mike and products. If he somehow ends up being a con-man after all this, my faith in humanity will be zero.
