We need a regulatory body and FINRA is what we have, they are thorough and the requirements do not allow for any grey areas.
That being said they do know how to blow a cold wind up your skirt. If there are shares unaccounted for, they have to be removed from the shell, lets just hope these guys did not get a cluster in this shell, no one wants a few million unexplained shares hitting the market.. (if that is the case for the time delay)
