Look at all the OTC news stories put out just this morning, https://www.otcmarkets.com/market-activity/news.

"The entire exchange went dark" is BS told back and forth by investors that chose poor tickers.

The OTC has been affected by the rule changes sure, but it's hardly dead. Still plenty going on, one just needs to be a little more careful about ones choices.
