From the email you received, It sounds like they are still talking to FINRA about the dividend.
Perhaps they suggested a pay-date to FINRA and they are still reviewing.
The pay-date should be 2+ weeks after the Record Date and the Ex-date will then be one day after that.

Unless.... the review goes past the pay-date then FINRA will use the Record Date to determine who qualifies. Real nasty stuff..... especially for this huge dividend.
So it actually makes sense not to give us the pay-date until they get confirmation from FINRA that the review is completed.
