No question having a board would insulate the swings in policies spewing out of these federal agencies.

HERA was drafted with the 5 year Director term and the inability of the POTUS to fire the FHFA Director at will to prevent the extreme shifts from one administration to another, but Collins said that the POTUS has to be able to control his Executive Branch and allowed him to fire the FHFA Director at will.

Unless there is some type of emergency the Congress doesn't really act and with little agreement in Congress on anything it might not be passed anyway even if many Senators and Representatives saw the problem and wanted to do something about it.
