Well, yes and no. There are certainly more challenges in charting sub-penny operations and many technical indicators are of less or even no value, especially in daily charts. Having charted these types for several decades, however, I have found that in operations that meet my criteria for a certain stability over a few years, a few weekly and monthly indicators reveal pretty reliable entry and exit points vis-a-vis tea leaves if one wishes to buy low and sell high.
