Are the new kegs, sold completely, or will they be returned to vendors or the brewery and refilled? Does anyone know? Just wondering...

And I've seen some breweries have like in locations, stores and stuff, places where people can go and fill up a jug, half gallon or gallon or something with the beer, I wonder if 1812 offers anything like that.
